After close topic, users can still post answers
The topic is closed or solved(marked at options to prevent user to submit answer on solved question.) but users can still post new answers.

yes, i did.
This an old bug report and to be honest i don’t understand why still the bug exists in Anspress V3a1.
“Close question after selecting answer”
doesn’t seem to work at all.
What is the logic in bug fixing ? Is there any priority ?

Yes but this is a 9+ months old major-major bug. Are Hover Cards more important that some bugs that make the plugin UNUSABLE ? What is the point ?
Did you purge cache and check again?
