What do “Set as featured” and “Flag this post” mean?

Could you answer what do “Set as featured” and “Flag this post” mean?

What is the meaning of these functions?

Hello,

This functionality is useful for flagging inappropriate questions/answers. Posts with most flag can be seen on wp-admin.

Hello Rahul,
Thank you! If I understood correctly, when user click “Flag this post” it mean that this question or answer is bad,stupid etc.. Correct?

Rahul, than k you so much! Could you say what is the difference between Flag and Featured? May be you can write synonyms for these functions? I can’t translate these points, because I don’t understand full meaning?

Featured means stick a question to top in question list.
