Make my own form or other options

Hello! I need to have the email field be available when someone ask question but after user insert his/her email and submit I don’t need him/her be promted to register, I just need his/her email. Or other option: I could alter the link in the Ask question green button to my own which would lead to a page with my form. And where and in which file could I insert my link?
