Is it possible to limit the ability to ask/answer based on the user role?

Is it possible to limit the ability to ask/answer based on a (custom) user role?

For example, users with the custom user role “RegularUser” would be allowed to write answers but NOT ask questions.
Users with the user role “PremiumUser” would be allowed to ask and answer.
And users with the user role “Lurker” would only be allowed to read questions and answers but not to post any questions and also not to post any answers.

Is this functionality available in the AnsPress plugin?
