Can this forum theme be combined with other WP themes like blogging themes or Sales Pages from Optimize Press? I visitors to only have to login once whether they want to comment on a blog post or purchase through a sales page (potentially from Optimize Press).

AnsPress will work with any theme and no separate login required for AnsPress if user is logged in to WordPress

Yes. Just add [anspress] to the page you want this Q/A forum to appears.

This is independant of the rest of your website and once logged, your visitors will be able to use it.

This is a plugin and not a theme, so you can use it with the theme you want.
