Hi,

If I want one open forum for anyone, and one private forum, like a community – can I do that?

Yes you can allow anyone to post. There is not any private forum feature added yet, but you can make a question private which can bee seen by only admin and moderator.

So could I have two installations? I could just hide the page to users not loggin in to wordpress??

No, WordPress won’t allow you to do so. You can use our shortcode to show category based questions in different page, check documentations.
