Why am I getting 404 error on everything?

I had a similar issue once. Usually 404s appear when rewrite rules or routing are broken. Check .htaccess permissions and base paths. Also clear cache. Funny enough I hit this while taking a break with basketball legends, which is a game, and came back fresh to spot the mistake.
