I am an adminand when I go to answer a question it tells me I don’t have permission ?

I am teting the plugin, as an admin, and when I go to answer a question from another user I get an error. “You do not have permission to answer this question.”
any clue to why this is happeneing?
My sit eis locked down, you have to be logged in to access it.
I am running the buddyboss platform …. aka. buddypress
