category with different options

1/ Category A vote only on issues -> a feature suggestion
2/ Category B vote only on the responses -> support assistance

Today the setting is the same for each category
Tomorrow I’d like it to be different
parameters of each category would allow the vote on:
questions to a category
OR
answers for another category
