can not activate plugin

but after download and activate i get below error :
AnsPress is not running!
Irks! At least PHP version 5.5 is required to run AnsPress. Current PHP version is 5.4.45. Please ask hosting provider to update your PHP version.
my php version is 5.5 but plugin can not detect it , why?

I am using wordpress on RTL language , have it been tested on RTL languages? is it possible to problem is because that?
