After the update to 2.4.3, following and followers user functions works properly, but I still can`t follow any question or category.

You know when we are asking a question or doing quick edits on questions there will shown up a “black quick notification area”. However in our webpage header is placed on left and unfortunately that “black quick notification area” showns up behind the header on left side. I just want to make it to shown up at right side of page instead of the left side (below pic.). Thank you for your all help.
Is there a way to bypass the wordpress signup screen and use what you guys use on your site for new user signups?
UPDATED: I may have been a bit vague – I’m trying to avoid having a new user see the wordpress logo and avoid having to use the wordpress new user form. Especially, because after they sign up, the wordpress toolbar appears and when they hit edit it goes to the WP admin section (limited of course).

But with new account generation, the form content still appears on the extreme left of the screen.
When I try to upload an image to a question I get an error message saying the max upload size is 10 bytes. Where can I update this setting to increase the size?
