disabled and re enabled all plugins and it started working, must have been a js cache issue.

disabled all plugins and then re enabled and the update images started work, probably a JS cache issue.

disabled all plugins then re enabled one at at time, did not find any that cuased problem, but problem disappeared.

Disabled all plugins and then re enabled them one at a time.  Just going through that process cleared the problem.
