Is it possible to use a custom template for the single pages? I can set the question's list page (ANS_TITLE) to a custom template, but when drilling down into other anspress pages it uses the default template.

Sure why not? If you don't need to hook to anything specific.

Have you tried re-saving the permalinks settings page? Sometimes permalinks get messed up and this sometimes solves the issue.

I assume Anspress hooks there so they can override plugins, possibly their other plugins. Could be other possibilities too, plugins_loaded loads before setup_theme, after_setup_theme, and init. $discounts...
