I am not sure about it, but I just tested it on a site running on an AWS instance and it works fine. You can check here if its returning a correct URL after upload https://github.com/anspress/anspress/blob/master/includes/class-user.php#L287

I tested it, everything was working as far as i know with wp mu

You can override this file: login-signup.php, Remove this && !ap_opt(‘allow_anonymous’)  remove the modal html.
