View count is based on IP, so it register count only when its viewed from new ip

Main concept behind AnsPress is a powerful system for question and answer. There are lots of forum plugin out there, so it does not make sense to treat AnsPress as forum. Thought adding an option will not hurt anyone, 😛 so I will add the option.
