Is it possible to set up an admin which can answer the questions BUT does not have access to the usual admin stuff in wp-admin?

Yes AP Moderator role is there. Ap Moderator can edit, update, delete, but only AnsPress contents.

Why am I getting 404 error on everything?

I just checked your site and none of your permalinks are working, nither its an AnsPress issue. Issue is due to mod_rewrite rule not enabled in your server. ask hosting support to fix the issue.
