If this is an issue for you, you could uncheck “Allow an user to submit multiple answers on a single question.” and “Allow asker to answer his own question.” But it shouldn’t be an issue. Most people will use it fair, and for the rest you could manually ban / reduce their reputation. Solution doesn’t have to be technical.

Yes it can be done. If you use 2.4 then you can simply add this shortcode to your static homepage: [anspress page="categories"] Then you can copy categories.php to your theme folder anspress/categories.php then edit it to show sub category as well.
