Seems each cpt has a custom id natively that a plugin which needs this will recognize and use.

You can’t. Only the developer can change that and to be honest i never understood why he initialy implemented it.

Also let me know is it possible to change the word ‘question’ from the URL structure to any other word mysite.com/’question’/post_url

Hello Ahmed, This is not available at the moment. But you can use post digest plugin to send automatic email when new answer posted.
