Well, Anspress 4 will not do you any good. The 404 errors are something that have to do with your WP setup/server or some plugins. Definitely not a problem of 3.0.7. As for uninstall you are right, there seems to be some problem. You better manually remove the db tables or use this https://wordpress.org/plugins/plugins-garbage-collector/ to cleanup (use with caution and after a backup and not sure if multisite is supported).

To further clarify.  Another issue that is happening (And I would imagine would benefit from a fresh start) is that the old questions that were created before attempting to remove/reinstall are still showing up in the question count but are not populating in the question view (see photo).   Really I just need to scrub my install clean of AnsPress and start from the beginning.
