I disabled the vote before it does not work for me as you said it might be related Redis cache.
I tested the version on GitHub just now, but Uncheck voting does not work, it will stay at check after uncheck and save it.

In settings i disallowed comments to questions, but new comment button is displaying.

Before Anspress is activated, only a image will be pop up in the browser:
